01/01/2016 Patch v1.0.2.0 Tools Window and New Radar Sampling

I know it has been TOO long since the last update.
Last year was a difficult year for me for many reasons but i plan to turn things around this year and suprise you with some cool features.

In this release:
- Added Tool Window that now supports 5 sets of tools (custom name different ranges and costs)
- Changed Radar Sampling mechanism to accept any size (follow the instructions to sample any radar size the bigger the better)
- Removed settings-ce.cfg warning (if you where annoyed by this i removed it .. just keep your gamma settings at default to avoid issues)
- Added Missing Cyrene Map .. sorry for the delay

Minor issue - 'Map Always On Top' needs to be unchecked/checked again each time to work.

I see it correctly retains the "checked" state however the map does not behave as if it where checked ..

I will fix it with a minipatch asap
