Error 0800

Hi, I'm having problems with the installation of the program.
As soon as I start the program, I get the window of error 0800, which I already saw in the forum, but none of them worked for me.
I have the latest version of the directx and the Microsoft .NET Framework. but I still get the error 0800. I have windows 7 ultimate 64bit

how different is this one from the one in the downloads section?
