Partially true.
Some resources don't drop in claims bigger than certain size - for example, currently you're unlikely to find dianthus liquid bigger than VIII (medium). It still can be found with amps up to ~ lvl 5 but bigger amps may have trouble finding any.
The list of such resources is not static - until recently you could global in
dianthus, now you can't. There was a time you could global in devil's tail.
For most resources at most times, small amps still work.
